Broccoli Salad

1 lb broccoli, cut small
1 cup chopped celery
1 cup chopped onion
1 (8 oz) can sliced water chestnuts, cut in half
1/2 cup raisins

Toss with:

1 cup mayonnaise
1/8-1/4 cup sugar
1 T vinegar
